Stuart Buckley MRICS

Managing Director

Stuart is a property professional with over 20 years’ experience of delivering large and complex schemes.

Stuart joined the Warwickshire Property & Development Group from Homes England following a 10-year tenure. Stuart has held a series of roles at Homes England, including most recently, Head of Acquisition for the Central and Southwest, which saw him lead and complete a series of site acquisitions including a 120 acre, 1,000 home greenfield site in Warwickshire, a 55-acre greenfield site which will see a new town centre, 560 homes and forms part of a 10,000 home new town in Worcestershire. Prior to this, he was the Agency lead for the Commonwealth Games Athlete Village, a £300m scheme with 1375 homes.

James Devereux BSc ACA

Finance Director

James is a fully qualified Chartered Accountant with over 20 years’ experience.

James was most recently Finance Director and Head of Group Services, at Place Partnership Limited, an award winning and innovative public/private company set up in 2015 to manage local authority property, owned by six public bodies including Worcestershire County Council and West Mercia Police. There James was responsible for all financial aspects of the business including forecasting, statutory reporting, financial and management accounting, budgeting, commercial issues, and treasury. James has previously been Finance Director at several medium sized, high growth businesses and has held senior finance roles at three FTSE 100 companies.

PROPERTY DEVELOPMENT

Rob Andrews MA (hons)

Head of Development

Rob is a property professional with 15 years of development experience coming from a planning and surveying background.

He started his working career at Walsall Council in the Regeneration Directorate, then moved onto Development Consultancy at Thomas Lister and prior to joining WPDG worked in the National Acquisitions team at Homes England for the last 5 years.

His varied career has given him exposure to a variety of property related matters including both advisory and client side perspectives notably in relation to development viability, land use planning, site de-risking, obtaining planning approval and providing agency advice. Rob has completed on the acquisition of some 35+ residential development sites across the Country and has developed programmes and relationships in support of the delivery of mixed-use regeneration schemes across the Midlands. Rob has led on strategic relationships at Local and National government level including devising and leading on strategies for dealing with surplus public sector estate for housing development.

Rob will help lead the Development programme at WPDG and brings to the role a depth and breadth of experience to take forward development projects from inception through to delivery and is looking forward to forging strong relationships with key stakeholders and partners across Warwickshire County.

Tony Bunney MRTPI

Senior Development Manager

Tony is a property professional with over 30 years of development experience and is a Member of the Royal Town Planning Institute.

He worked for ECOTEC and Vigers consultants, along with the HBF, during his early career, prior to a range of different residential organisations, including house builders, such as Bovis Homes and Taylor Woodrow, contractors, including Bouygues and Seddon, partnerships specialists Lovell and Galliford Try, Jephson Housing Association, McCarthy & Stone and most recently, volumetric manufacturer ilke Homes, giving him a broad and varied perspective on the sector. His more recent roles have focused upon identifying, pursuing, progressing and securing new development schemes, primarily for mixed tenure or wholly affordable housing partnership projects. Schemes secured and delivered have ranged from rural exceptions sites to large urban regeneration and estate renewal projects, across the wider Midlands region primarily.

Tony will be supporting Rob Andrews in progressing and delivering the WPDG development programme, bringing knowledge, experience and an extensive contact network, coupled with a track record of partnership working to deliver successful and sustainable schemes.

Chris John BSc(hons)

Property Officer

Chris is a property professional with four years experience of managing contracts relating to property maintenance.

He started his career with Warwickshire County Council in the Engineering team where he gained valuable experience of property management, contract administration, contractor management and various reporting functions.

Chris joins WPDG as Property Officer assisting the property management and development functions of the business. He will support the development team in the delivery of development sites, business cases and property strategies and initiatives as well as supporting the asset management team in the management of a range of leases and licences including rent reviews, lease renewals and property inspection across a diverse property portfolio.

ASSET MANAGEMENT

Dale Partridge MRICS FAAV

Head of Asset Management

Dale is a chartered member of the RICS, a Registered Valuer, and Fellow of the Central Association of Agricultural Valuers (CAAV).

He holds over fifteen years’ surveying experience and a BSc Land Management degree from the University of Reading. With a background in Rural Surveying, Dale previously managed the 5000-acre Smallholdings estate for Warwickshire County Council.

Specialising in public sector property management Dale has developed asset strategies and manages projects across the commercial, residential, and agricultural portfolios. He has promoted strategic land through development plans, and secured allocations on numerous sites including quarries for mineral extraction.

Dale now undertakes a range of professional activities for WPDG and leads the management for over 600 properties including commercial offices, business centres, public buildings, farms, country parks, nature reserves, charitable housing, group homes, academy schools, community centres and other assets across the county.

Paul Blennerhassett MRICS

Senior Asset Manager

Paul is a Chartered Surveyor with over 15 years’ experience of managing public and private sector Commercial and Residential property portfolios.

Previous employers including Warwickshire County Council, Colliers International and Bruton Knowles Property Consultants.

Paul has a wealth of experience managing retail, industrial, office and residential property portfolios. Paul can provide expert advice for all areas of Commercial and Residential property management, Commercial Agency, Commercial lease renewals and rent reviews, along with being able to create bespoke asset management strategies.

Pauls clients during his career have included Birmingham City Council, City Of Wolverhampton Council, Cambridgeshire County Council, Homes England, Dunmoore (West London) Limited, Heart Of England Co-Operative Society and Harborne Parish Lands Charity

Mandeep Padan

Asset Manager

Mandeep is a property professional with over 7 years’ experience of management across the public and private sectors , covering portfolios from residential to commercial asset management.

Previous employers and property management roles conducted throughout the years include Martin & Co Property, Capita PLC, Stonegate Group, Orbit Group, and Cheltenham Borough Council. Mandeep can deliver professional support and advice ranging from retail, offices, industrial, residential portfolios and commercial agency alongside bespoke asset management strategies.

Mandeep joins WPDG as an Asset Manager with wealth of property knowledge behind her, she will  be working with the Asset Management Team to ensure all aspects of the income producing portfolio are managed effectively, and establishing best practice.

Jerome Jackson

Property Officer

Jerome started his career with South Oxfordshire and Vale of White Horse District Councils in the Strategic Property Team where he gained valuable experience of property management.

Jerome joins WPDG as Property Officer assisting the property management and development functions of the business. He will support the Asset Management Team in the management of a range of leases and licences including rent reviews, lease renewals and property inspection across a diverse property portfolio.

OPERATIONAL TEAM

Carol Drake-Lee

Office Manager

Carol has a wealth of administration and organisation experience gained throughout her career in the Property and Automotive industries.

Before joining WPDG, Carol spent 7 years as Office Manager for an award-winning property developer in Warwickshire.  Previously she worked for a leading estate agent in Leamington Spa as a Sales Negotiator.

In the earlier part of her career, Carol worked for Rover Group for 10 years managing large Corporate Events and as an Area Fleet Sales Manager.

Carol is a keen supporter of her community and has also served as Clerk to her local Parish Council

Carol is responsible for the smooth effective running of the office at WPDG, with a focus on systems and processes and will provide core administration support for the team

Sanna Lone

Finance Analyst

After finishing her university degree in Accounting and Auditing, Sanna started her career working as an Assistant Accountant for various industries including aerospace and renewables.

Her most previous role was with Telair International AB where she worked as an accountant. During the three years Sanna spent at Telair she covered a range of functions including: Accounts Payables, Accounts Receivables, Cash Forecasting, Intercompany, Annual Reporting, Management Accounting and Audit.

Sanna joins WPDG as Finance Analyst and will have responsibility for the financial management and reporting of the Property Management side of the business. She will also be responsible for assisting the Head of Finance with the wider finances of the Group.

Ian Cox

Non- Executive Chairman

With over 40 years’ experience in the housing and property sector, Ian brings a wealth of skills and knowledge to the position.

Ian is an experienced property development senior executive who has operated at Managing and Group Director level for 19 years. Ian has been involved in the development of residential led, mixed use and mixed tenure development for most of his career and has worked on large scale, long-term projects in joint ventures and public/private partnerships. Ian ran the urban regeneration company of Bellway PLC until he left to set up his own development company in 2007 specialising in low energy development. Ian is also Non-Executive Chairman of Treveth Holdings and Group Non-Executive Chairman of A2Dominion.

Dena Burgher

Non-Executive Director

Dena is a Strategic Business Development Director with a demonstrable record of success in FTSE 250 Construction companies and public sector organisations in a career spanning 30 years.

Dena is currently engaged as an Independent Interim Director working with businesses across the Construction Industry. She is a Board member and Non-Executive Director for a 35,000-home north-west housing association, Onward Group, which includes Onward Homes and Onward Build as well as sitting on the Development Committee and the Audit and Risk Committee. Dena is also a Non-Executive Director at Storm Housing Group and the Founder and Director of ReVision Property Solutions.

Mark Hallett

Non-Executive Director

Mark is a highly experienced property and regeneration professional with over 30 years experience.

He is currently Development Director & Head of Custom Build Housing at igloo Regeneration, as well as Non-Executive Director at Pobl Common Board Entities, a housing association delivering housing, care and support across Wales. He is also Non-Executive Director at Goram Homes, a Bristol-based housing company.

Steve Smith

Warwickshire County Council Non-Executive Director

Steve is a chartered surveyor by trade with wide knowledge of the property and construction industry.

In a long career in public service, he has led many major projects, managed construction teams, negotiated major land deals, and been a property department head for over 12 years. He is a Board Director and Chairman of construction procurement specialists Scape Group and a director of their subsidiary companies for architecture, property management and construction.

His current role with Warwickshire County Council is director for project management, procurement, change management, contract management, business intelligence, and climate change. All focused on ensuring the council’s diverse services are supported to deliver on its ambitions. His job is about leadership on big initiatives, strategic thinking, focussing on the big picture to connect people and services, forging partnerships across and within sectors, with a remit to be bold, entrepreneurial, and confident to try new things.
