Unlocking financial potential

James Devereux, Finance Director at WPDG, discusses how working across residential development, commercial schemes and acting for Warwickshire County Council on property management affects finance for WPDG in our latest blog.

He discusses the journey from the formation of WPDG to delivering schemes and the target to become a profit-making vehicle which drives added value for the Council.

James has previously been Finance Director at several medium sized, high growth businesses and has held senior finance roles at three FTSE 100 companies. He joined WPDG after five years as Finance Director at Place Partnership Ltd, a public/private company which managed local authority property.


It’s never easy setting up a new company and there are always challenges to overcome.

However, we were able to start on a strong footing thanks to an already established outline  business plan and an established network of supportive stakeholders.

Warwickshire Property and Development Group (WPDG) has been designed to be multi-faceted, working across residential developments, bringing forward commercial schemes and driving positive solutions across the Council’s existing property portfolio.

Stuart Buckley and I came in and set about laying the foundations financially and operationally to ensure those objectives are achieved.

Initially it was the basics of establishing the office, recruiting a team, introducing procedures and policies and choosing the accounting software which would underpin our work.

We have now been through three annual iterations of the  initial business plan since we launched and have developed our own financial modelling, but broadly we are in the same overall structure as the initial concept consisting of a holding company, a development company, a property management company and a share in a Joint Venture (JV) with a major housebuilder (Vistry).

From the outset we have been able to benefit from an underlying steady income from managing leases for the Council, which contributes towards our overheads and supports our day-to-day operations.

However, to enable us to achieve our objectives, and reinvest in creating new developments and schemes which bring real economic value to Warwickshire, it’s important that we are able to develop other income streams – just as any business would have to.

The completion of Sucham Park at the end of 2023 was the next step on our road to being self-sustainable. The units at our first commercial scheme are expected to be 70 per cent let in the coming weeks and will provide us with a rental income stream.

As we continue to develop new schemes, we hope to be able to build up that rental income stream which will help us to continue to deliver  schemes similar to Sucham Park which provide high-value for the County and economic value through employment.

We have a mix of residential and commercial developments being undertaken directly by WPDG, with the larger residential developments being undertaken by our JV partnership with Vistry.  I act as a representative for WPDG and WCC on the JV Board.

For all schemes  we are required to put together a business case for the Council to approve at Cabinet for funding, with the developments designed to bring a return on investment for WPDG and the Council.

My previous role gifted me a good understanding of shareholder and stakeholder expectations when working with public sector money and the approval steps that you have to go through.

In addition, my experience in the commercial and private sector is supporting our growth in terms of building business cases and making sure projects are profitable.

We’re in a great position at the moment with a solid financial footing to help us continue to develop WPDG. We have been reporting within the business plan every year for three years, we have delivered construction projects on time and on budget and our forecasts have been accurate.

Our next stage is to continue to expand the team, both in the finance department and across the wider business too, which will enable our continued expansion.

Develop Warwickshire partners open showhomes at Brookmill Meadows

Develop Warwickshire partners have marked the opening of the first showhomes at Brookmill Meadows in Warton, Warwickshire.

Vistry Group, the UK’s leading provider of affordable mixed-tenure homes, was joined by joint venture partners, Warwickshire Property & Development Group (WPDG) and Warwickshire County Council to celebrate the opening of the first showhomes.

The two showhomes provide the first opportunity for potential homeowners to look around two of the 71 homes at this development which comprises two-, three-, and four-bedroom houses and bungalows.

Over the next 30 years, Develop Warwickshire, the joint venture between Vistry North West Midlands, Warwickshire Property and Development Group (WPDG) and Warwickshire County Council, will build over 1,800 much-needed new homes in Warwickshire, with three sites, including Warton, currently earmarked for development.

Brookmill Meadows is prioritising affordable homes, with 40 percent designated as affordable housing, evenly split between shared ownership and affordable rent options.

Each home will be constructed using modern methods of construction, incorporating features such as air source heat pumps and electric vehicle charging points. Additionally, the development will boast energy-efficient design elements, incorporate sustainable urban drainage systems and will include beautifully landscaped green open space.

WPDG completes first scheme

A property development company in Warwickshire has completed its first scheme.

Sucham Park is a 42,200 sq ft industrial scheme in Southam and the first from Warwickshire Property & Development Group (WPDG).

WPDG was formed two years ago by Warwickshire County Council to realise the potential of its development sites, commercial buildings and mineral rights.

Warwick-based MCS Group has completed the construction project at Holywell Business Park, which forms part of the established Kineton Road Industrial Estate in Southam.

The energy-efficient scheme features 10 electric vehicle charge points and roof-mounted solar panels. A fabric first approach has been used to achieve high levels of air permeability and led the buildings to achieve an EPC rating of A.

The completed scheme is expected to create 100 jobs and has already seen its first tenant move in, with RMF Installation and Services having taken up a 15,000 sq ft unit.

WPDG is partnered with Bromwich Hardy to let the remaining space, with enquiry levels high and further tenants to be announced soon.

Future secured for Stratford Greenway cafes

A pair of railway carriages converted into independent Stratford-upon-Avon cafes will continue serving cyclists and walkers at a popular country park after securing new lease agreements.

Bobby’s Café and Milcote Café serve visitors at opposite ends of the 5.3 mile Stratford Greenway, one of Warwickshire County Council’s ten country parks and greenways.

The scenic trail is popular with walkers and cyclists and acts as a quiet corridor for wildlife.

Extended lease agreements have been signed with WCC, through its managing agent Warwickshire Property Management Ltd (WPM), which will see the innovative cafes remain at their current sites for at least five more years.

The carriages have been on the greenway for around two decades, but both owners have been involved for less than three years.

Dave and Helen Spink, who live in Oxhill, recently took over the reins at Bobby’s Café and left behind their careers in the online retail sector.

It is the couple’s first foray into hospitality, and their teenage son and daughter are both also working in the café.

The café offers artisan coffee, curated menus of local produce, wine and hosts an array of events, from wine and whiskey tasting, to live music and film nights.

Dave said: “The business was previously run by three women and they have designed a unique destination for people that like something a little bit quirky and different.

“We’ve been running Bobby’s for over a month now with both children involved day-to-day, so it is a real family business.

“The new lease gives us a certainty and we hope that five years will lead to 10 years. Everyone has made us feel very welcome and we are looking forward to our future here.”

Meanwhile, at the other end of the greenway, Keith Cottam has been running Milcote Café since the summer of 2021.

He lives in Long Marston and bought the café after ringing up the former owner to ask if they had a job for his daughter. The father and daughter duo now run the popular café together.

The business has seen significant year-on-year growth in turnover since Keith took over and has benefitted significantly from the new homes being built at Long Marston.

“I ran a café previously at Warwick Parkway but when the lease ran out there, I was looking for my next opportunity,” Keith said.

“It’s a really busy greenway and it’s a great place to do business. I’ve invested a lot of time and money in the space, including support from the Council for more benches outside and a ramp for disability access.

“To have a new lease secured now is really good news. I have a few ideas for expansion up my sleeve, including an extension – which would be a waiting room of sorts for the railway carriage.

“The business is going in the right direction and it’s great for customers to have two cafes to visit at opposite end of the greenway.”

WPM is part of Warwickshire Property & Development Group (WPDG), which manages lettings on hundreds of Warwickshire County Council-owned properties.

Mandeep Padan, Asset Manager at WPM, said: “Stratford Greenway is a lovely location to be able to get outside, exercise and socialise.

“Bobby’s Café and Milcote Café provide a fantastic service to cyclists and walkers at the greenway, and they are in the perfect position to visit both in the middle of a long walk or cycle ride.

“It’s fantastic to see these two catering and hospitality businesses thriving and we are pleased to have sealed this deal to help them continue to grow and develop.”

Develop Warwickshire launches community fund

A year after it was formed, a joint venture has launched a new community fund to support projects in North Warwickshire and Nuneaton.

Develop Warwickshire has opened its new £50,000 community fund and it has now supported its inaugural project in Warton.

The annual grant fund is comprised of £25,000 in cash and £25,000 work in kind from the joint venture partners. It will support a range of projects in the area, the first being the installation five new park benches at Warton Recreation Ground.

Develop Warwickshire was formed in December 2022 and is a joint venture between Countryside Partnerships, Warwickshire Property and Development Group (WPDG) and Warwickshire County Council.

The fund has also made a £1,000 donation to support the 2024 Warton Carnival as the joint venture continues its commitment to support the community in the village.

The benches have been funded through a combination of grant funding from Warwickshire County Council and community fundraising, with the top five donors recognised in commemorative plaques.

Develop Warwickshire’s Community Fund has funded the installation of the five large benches.

Julie Holden, on behalf of the Warton Picnic Bench Group, said: “We have needed an upgrade of benches in the park for a couple of years, and the support from Develop Warwickshire is the final piece of the puzzle to enable this to happen.

“The work to install the benches is very valuable for a small community like Warton. We would also like to thank Develop Warwickshire for the generous donation which will support our forthcoming carnival in June next year.”

Develop Warwickshire is developing 71 new homes in Warton, including 40 per cent affordable housing.

Brookmill Meadows is the first development from the joint venture and the first homes are expected to be completed in early 2024.

The on-site team have been working with schools in the area for educational visits to the site, providing an insight into health and safety, the benefits of apprenticeships and career opportunities in construction.

Organisations and community groups from across North Warwickshire and Nuneaton will be able to apply for grants from the Develop Warwickshire Community Fund.

“Every year we will be supporting a range of projects through this fund. Work is progressing well at Brookmill Meadows and the donations are part of our commitment to supporting the community in Warton.”

New 35-year lease agreed for Arc School, Old Arley

A school in Old Arley village has agreed a new 35-year lease which will allow it to carry out a long-term programme of investment to its specialist facilities.

Arc School Old Arley, which is part of Kedleston Group, provides vital school placements for children aged seven to sixteen with additional educational needs.

It has agreed a new long-term lease to remain at its current site with Warwickshire County Council, through its managing agent Warwickshire Property Management Ltd (WPM).

Arc School Old Arley moved to the current site in autumn 2015 and provides a nurturing environment for children with social, emotional and mental health difficulties and associated conditions.

The new lease will allow the school to pursue a programme of investment, improvements and upgrades across the site, with the certainty that they will remain at the site on Ansley Lane for at least 35 years.

Its current site was originally built as a primary school in 1912.

Kedleston Group was founded in 2006 and provides high-quality schooling and care environments for the children the traditional system does not work for. The group now includes 19 schools and homes across England.

Paul Brosnan, CEO of Kedleston Group, said:

Our school plays an important role for children and their families both locally and in the wider Warwickshire community.

Over the coming years, the extended lease agreed with Warwickshire County Council will allow us to continue to invest in Arc School Old Arley and to carry out a long-term programme of upgrades to the school’s specialist facilities, something which will benefit pupils now and into the future.

We are extremely proud to be part of the local community and are grateful for their on-going support.

During the lease extension process, we were greatly appreciative of the co-operation and understanding from the County Council and its partners, particularly Warwickshire Property Management, who were sensitive to our needs and more particularly the needs of our pupils, their families and our colleagues.

We would particularly like to thank Councillor Margaret Bell at Warwickshire County Council, Portfolio Holder for Adult Social Care and Health and who is also a local District Councillor, for her assistance, which was greatly appreciated.

We are delighted to have been able to be complete this long-term lease on behalf of Warwickshire County Council which will give Kedleston Group the security needed to proceed with its planned programme of upgrades.

The lease also includes a licence for alterations which will enable the school to easily carry out works across the school site.

Arc School Old Arley provides important educational provision for the county and we were pleased to work with Kedleston Group to help secure its long-term future in Warwickshire.

Delivering commercial developments to meet business needs

Warwickshire Property & Development Group (WPDG) is nearing completion of its first commercial development – Sucham Park in Southam.

The 42,000 sq ft scheme is delivering nine commercial units, ranging in size from between 1,900 and 15,000 sq ft.

MCS Group has been completing the construction project on behalf of WPDG.

Rob Andrews, Head of Development at WPDG, looks ahead to the completion of the scheme and the economic benefit it will bring to Southam.


Sucham Park was the very first scheme that started on site after the formation of WPDG and we are very excited to soon be able to celebrate its completion.

We were formed to ensure that the Council’s land holding achieves its economic potential and brings benefit to local communities – the jobs that Sucham Park is set to create at Holywell Business Park is an example of that.

The site which is now home to the development has been vacant for many years and is the last remaining development plot in the area.

We achieved planning consent just a year ago and in that 12 months we have transformed the site into an industrial scheme which is providing high-quality space for businesses of a range of sizes.

It’s safe to say that we have come a long way, and that the completion of our first direct delivery project is a major milestone for all of us at WPDG.

We started on site in March and the strength of partnership with MCS has led to the scheme being delivered in just eight months.

As part of this development we were keen that the economic benefit stayed in the region at every stage of the process, so working with Warwick-based MCS ticked all of those boxes.

The development has already generated local employment in the build, and is set to generate 100 more new jobs when it is fully-occupied.

After this success, we are in a position now where we will be able to roll out that delivery model on multiple other occasions.

Across the county there is a lack of commercial development being brought forward of this scale and size.

There is a need that exists across the county, in Southam and other districts and boroughs, for more high quality small unit space for businesses.

This has been reflected in the interest we have seen in the units since they hit the market, and we were proud to be able to announce RMF Installation and Services as the first tenant earlier this year.

We look forward to welcoming RMF to Sucham Park when it is completed.

We have been working closely with Bromwich Hardy on lettings for the space, and for every unit there have been constant enquiries and multiple viewings.

High-quality space is difficult to come by for businesses and for too long the market has had to accept poor quality accommodation. The energy-efficient build has also proved popular among potential tenants, particularly with the 10 electric vehicle charging points and roof mounted PV. Our fabric first approach has achieved high levels of air permeability with the buildings achieving an EPC rating of A.

Sucham Park is a scheme which will help businesses to grow and thrive right here in Warwickshire, while also strengthening Southam’s industrial offer.

We are confident that in the next couple of months the space at Sucham Park will be fully-let, and we are expecting to be able to announce further tenants in the very near future.

We will continue to work to drive added value across the Council’s land portfolio, but we are also in the market for new opportunities and willing to speak with land owners regarding any potential development sites.

Foundations set for WPDG to thrive

Stuart Buckley, Managing Director of WPDG, discusses what the organisation has achieved so far this year, its plans for the future and reflects on the first two years since WPDG was formed.

It is two years since WPDG was formed and we’ve made huge strides during that time to deliver on our foundation value of realising the value and economic activity from Warwickshire County Council assets for the benefit of the residents of Warwickshire.

We set out to drive added value for the council through the delivery of developments and lettings that best meet the council’s objectives and those of local people and the area’s economy.

Our operation has grown from a phone and a laptop in a room, to building a talented, agile and efficient team of skilled professionals, who have been integral to our early success.

The team is a dedicated, focused resource dealing solely with matters related to property development and management. The council set us up to develop residential and commercial developments, which is a function which wasn’t available within the council, and we have made great strides in getting viable developments underway and on-site.

Commercial

One significant achievement so far this year has been getting on-site with our first construction scheme.

Sucham Park, in Southam, is a 42,000 sq ft industrial scheme and will deliver nine new commercial units. We partnered with Warwick based MCS Group on the scheme, continuing our commitment to working with regional businesses and bring further benefit to the regional economy.

This is the first of our commercial schemes to come through and our team are seeking to identify further opportunities for commercial schemes which can provide vital employment land here in Warwickshire.

Residential

We have also seen considerable progress on the delivery of residential developments and new homes for local people across the county – headlined by the creation of Develop Warwickshire, a joint venture between WPDG, Warwickshire County Council and leading developer Countryside Partnerships.

The creation of the joint venture has further boosted our agility in the residential sector and led to our first development in this area being undertaken less than six months on from the deal being struck.

Brookmill Meadows at Warton is now underway, with other schemes at Top Farm and Water Orton expected to be on site by the end of the year. This will see the delivery of nearly 1,800 homes across the county as a result of the joint venture with Countryside Partnerships.

It is a key partnership that is already enabling us to delivery sustainable, high-quality homes, creating new communities and benefitting existing local people across Warwickshire.

We have submitted reserved matters applications for Top Farm, the venture’s largest scheme at 1,700 homes, and a public consultation is underway for a further 59 homes in Water Orton.

Joint ventures of this nature can in many cases take several years before making a significant impact, but we set the foundations prior to completing the partnership to ensure that Develop Warwickshire was able to move quickly once it was formed.

Asset Management

In addition to our development work, our dedicated asset management team have been generating growth across the county’s existing commercial portfolio.

The county appointed Warwickshire Property Management Ltd (WPM), which is part of WPDG, to manage the lettings on hundreds of council owned properties.

From traditional commercial property for businesses, to nurseries and allotments, our team has been working across the portfolio and realising added value for the council.

This work has resulted in successfully increasing the rent role by 10% for the next nine months and has seen a diverse range of lettings from new allotment holders, new farm tenants and high-tech manufacturers.

What’s next?

The last two years have been focused on building the foundations which will give WPDG the chance to thrive.

We are looking forward to the future – continuing to further strengthen our team and accelerate our development activity.

This time next year we hope to have at least three or four schemes on site, and we are well on our way to doing that and further enhancing the lettable estate

Before the end of the year, we will be looking to be on-site for the first 600 homes at Top Farm, while also getting work underway on-site at Water Orton, and we will also be tendering for a partner on another homes scheme in Nuneaton.

Soon we will be announcing the first tenants at our flagship Sucham Park commercial scheme, with it expected to create 100 jobs in the region when completed.

We are in a great position and feel very positive about the opportunities that are ahead, opportunities that we will be ready to seize when they arise and in turn bring significant economic and community benefits to Warwickshire.

Countryside Partnerships, Warwickshire County Council and Warwickshire Property and Development Group (WPDG) get first homes underway as part of £2.5bn joint venture

Work is underway on the first homes which will be delivered by a new £2.5 billion joint venture in Warwickshire.

Countryside Partnerships, Warwickshire County Council and Warwickshire Property and Development Group (WPDG) have celebrated the start of work on Develop Warwickshire’s first scheme, which will see 71 new homes created in the village of Warton, North Warwickshire.

Develop Warwickshire is a £2.5 billion joint venture between Countryside Properties and the council’s property company, WPDG, that is set to bring thousands of new homes and jobs to the county.

Its first project, named Brookmill Meadows, will feature a mix of two, three, and four bedroom houses and bungalows. Platform Housing Group has been selected to manage the affordable housing at the scheme, with 40% of the homes earmarked for shared ownership and affordable rent.

The homes at Brookmill Meadows will prioritise energy efficiency and sustainability, incorporating modern methods of construction, air source heat pumps, electric vehicle charging points, and solar panels to minimise running costs and reduce carbon footprints. The development will also incorporate open spaces, sustainable urban drainage systems, and enhanced parking facilities for existing residents along Orton Road. Financial contributions are being provided via the s106 to support services within the village for schools, health, police and open space. Brookmill Meadows is the first step in Develop Warwickshire’s aim to deliver 2,000 homes across the county.

The start on site demonstrates the council’s dedication to maximising the county’s assets for the benefit of its communities. The joint venture will unlock local sites and create sustainable, high-quality homes and communities, enhancing the overall liveability of Warwickshire.
