Construction partner appointed for Greville Business Park

A construction partner has been appointed to deliver a new business park between Leamington and Warwick.

Warwickshire Property & Development Group (WPDG) has partnered with Birmingham-based E.Manton Limited to build the new 28,000 sq ft commercial scheme on Fusiliers Way.

Greville Business Park will see the creation of 11 high-quality commercial units ranging from 1,000 to 5,000 sq ft.

E.Manton is one of the Midlands’ longest established construction companies and was founded in 1898. The company delivers projects across central England in both the public and private sectors, including commercial, education, healthcare and residential schemes.

Groundworks are now underway on site, following the scheme receiving unanimous planning consent by Warwick District Council, and construction of the new units will begin later in the Spring.

The completed units will be highly sustainable and meet EPC A and BREEAM Very Good standards, with the scheme set to be completed by the end of 2026.

WPDG was formed in 2021 by Warwickshire County Council to realise the potential of its development sites, commercial buildings and mineral rights.

Greville Business Park follows the success of the company’s 42,200 sq ft commercial and industrial scheme Sucham Park in Southam.

The business park on Fusiliers Way is the first part of a two-phase scheme, with the second phase to deliver a local centre  including a convenience store, children’s day nursery and coffee shop to support the growing community.

Businesses flourish at Southam industrial park

A pair of businesses based at a Southam industrial park have expanded their operations, highlighting the strength of the site’s collaborative environment and its role in supporting sustainable growth just two years after completion. 

Green Tech Industries Ltd and RMF Installation and Services have both reported significant growth since launching at Sucham Park, a scheme from Warwickshire Property & Development Group (WPDG).

Green Tech Industries has increased its footprint to accommodate a growing team and rising demand, while fellow occupier RMF has boosted operational capacity.

Both businesses have a strong commitment to the circular economy, with Green Tech Industries recycling and repurposing batteries and motors from electric vehicles, and RMF Installation and Services being the world’s largest supplier and installer of reclaimed raised floor systems.

Green Tech Industries was founded by CEO Tony Booth after he identified a gap in the expanding green economy to support businesses with electric vehicle parts for service and waste recycling challenges.

He opened the site at Sucham Park as a base to disassemble and test battery components before selling them back into the industry to be used for servicing and repairs.

Since opening at Sucham Park just one year ago, Tony has secured a number of contracts with large companies and has taken on 11 new members of staff to support increased demand, with more positions on the horizon.

The business has also expanded its footprint, taking on additional office space from RMF on Sucham Park.

Tony said: “Since opening at Sucham Park, the business has gone from strength to strength. We’ve secured new contracts, grown our skilled team and have also taken on additional space thanks to RMF.

“The site is in a fantastic location and has provided us with a professional base, something which is incredibly important for a start-up, and has really supported our growth.

“Green technology is one of the fastest growing industries in the UK, but businesses like us are needed to ensure that parts – some with more than 10 years of life in them – are properly repurposed. As the technology is only set to evolve further, we’re incredibly excited for the future.”

RMF, headquartered in Leamington Spa, is a leading supplier and installer of raised access flooring for commercial office interiors and opened its base at Sucham Park to provide storage capacity to support the expansion of its reclaimed flooring “Eco Range”.

As a result, the business has been able to take on a number of large-scale projects that would not have been possible without the additional storage capacity.

This includes a 28,000 sqm project at the landmark 105 Victoria Street office scheme in London.

Rebecca Marsh, Sales Director at RMF, said: “Having the additional space at Sucham Park has been massively beneficial for us, allowing us to take on greater volumes of reclaimed flooring and strengthen our operational capacity. We’ve also welcomed two new members of staff as part of that growth and have a healthy pipeline of work for 2026.

“The location works extremely well for us too being just 20 minutes from our head office and with good motorway links, which is essential given that the majority of our projects are in London.

Construction starting soon on SME commercial development in Warwickshire

Work will start next month on a new development in Warwickshire to provide much-needed commercial units for small and medium-sized businesses which could create up to 85 jobs.

Warwickshire Property & Development Group (WPDG) is moving forward with its first phase at the site on Fusiliers Way, which will be called Greville Business Park, between Leamington and Warwick.

The scheme, which was granted unanimous planning consent by Warwick District Council, will comprise 11 high-quality units ranging from 1,000 to 5,000 sq ft, totalling 28,000 sq ft.

The development will meet EPC A and BREEAM Very Good standards and will be available for sale on a freehold basis.

Units are now being marketed for freehold sale by Avison Young and it is anticipated the scheme will be completed in December 2026.

Contracts are now being finalised ahead of construction, which is scheduled to start in March.

WPDG was formed in 2021 by Warwickshire County Council to realise the potential of its development sites, commercial buildings and mineral rights.

Greville Business Park is WPDG’s second industrial scheme after the successful delivery of the Sucham Park development in Southam which following completion in December 2022 was fully let within 12 months, all occupied by growing local businesses and new start-ups.

Vistry announces new partners at Develop Warwickshire’s Nuneaton development

Vistry, the UK’s leading provider of mixed-tenure homes, has signed contracts with Placefirst, one of the UK’s foremost build-to-rent property developers, for 49 PRS properties at their landmark Milby Meadows development, in Nuneaton. This includes four 1-bed homes, 23 2-bed and 22 3-bed homes. This agreement, made on behalf of the Develop Warwickshire joint venture (JV), completes a quartet of key partners, each bringing unique expertise and resources to the project.

The JV’s partnership model at the 1,700-home development now includes:
• Platform Homes, delivering 133 affordable properties,
• Sigma, providing 38 PRS homes,
• Leaf, contributing 82 PRS units,
• And Placefirst, rounding out the offering with the final 49 PRS homes.

Together, these organisations are ensuring a diverse mix of tenures, making homes accessible to people from all walks of life and fostering a truly balanced and inclusive community.

Each home will be constructed using modern methods of construction, incorporating air source heat pumps and electric vehicle charging points. The development will boast energy-efficient design elements, incorporate sustainable urban drainage systems and will include beautifully-landscaped green open space.

Phase 1 of the infrastructure works is now complete, creating a northern link road bringing together the surrounding developments with access to the new Higham Lane North Academy, which opened in September 2025 for students aged 11-16.

Construction of the first 530 homes with public open space is well under way. When completed, Milby Meadows will feature a mix of 1,700 two, three and four-bedroom properties, a primary and secondary school, a local centre with retail and community facilities, extensive public open spaces, play areas, a habitat pond and multi-functional green infrastructure, and new roads and highway improvements including on the A444 and footpaths linking to other developments.

Driving momentum and delivering growth for Warwickshire in 2026

Stuart Buckley, Managing Director at Warwickshire Property & Development Group (WPDG), looks at the year ahead and how the pipeline of residential and commercial projects is positioning the company for a successful 2026.

We’ve entered 2026 in a very strong position. After several years of planning, building partnerships and laying the groundwork, it’s shaping up to be a year where a lot of that hard work starts to pay off, with delivery picking up pace right across Warwickshire.

By turning our plans into real places where people can live and work, we are continuing to deliver on our core purpose of unlocking value and economic activity from Warwickshire County Council assets for the benefit of residents across the county.

WPDG has grown sustainably into a business with a clear and confident programme of residential and commercial schemes.

A huge part of our progress over the last few years comes down to the relationships we’ve built, with our shareholder Warwickshire County Council and private sector partners Vistry Group, Seddon, GEDA and MCS Group to name just a few.

These partnerships sit at the heart of everything we do and will continue to be key as we deliver real value for local communities and businesses in 2026.

Residential delivery

We are seeing momentum build across a number of our sites as residential development continues to be a major focus in 2026.

This is most evident at Milby Meadows (Top Farm) in Nuneaton, which is being delivered under the Develop Warwickshire joint venture. While construction continues at pace on site, with 100 homes now completed and around 50 occupied, we are anticipating approval on 383 further homes in the spring.

That would bring the total number of homes at the development with planning permission to 914, with plans also progressing at pace for the Local Centre at the site, providing local amenities for new residents. The homes will include affordable homes, private rent and open market sale, delivering a diverse and inclusive community to the area.

Elsewhere in Nuneaton, we hope to start work in the first half of 2026 at the former Manor Park Secondary School site. Working alongside our partner, Seddon Housing Partnerships, the scheme will deliver 54 new homes, breathing new life into the site.

Through our other direct delivery residential schemes, we are progressing plans in Bulkington and Hartshill. At Trent Road in Bulkington, proposals are in place to deliver up to 30 sustainable new homes in partnership with GEDA.

Meanwhile, over in Hartshill, we’ll be continuing to work closely with Seddon Housing Partnerships on our Church Road scheme and will be preparing a Reserved Matters planning application in the coming months.

In the south of the county, Mabel’s Farm in Ilmington is another project we are aiming to take forwards in the early months of the year, with the goal of starting construction of around 25 new homes in 2026 after forming a partnership with Deeley Group.

Through our partnerships, its set to be another strong year across our residential portfolio.

Commercial growth

On the commercial front, momentum is equally strong. Last year, we secured planning permission for the first phase of Fusiliers Way, located between Warwick and Leamington Spa. The scheme will include 11 commercial units across 43,000 sq ft of space.

In 2026, we will focus on starting work on-site, delivering facilities that have been specifically designed to support SMEs and local businesses, providing flexible, modern accommodation in a very accessible location and we will announce shortly our next scheme located in Rugby

We will then move into phase two of the scheme which will deliver a new Local Centre complete with a children’s nursery, convenience store and coffee shop to create a vibrant focal point for the surrounding community.

The success of Sucham Park in Southam, where our first commercial venture is now fully let, underlines the strong demand for this type of space.

It is also shaping up to be a landmark year for the businesses based at Sucham Park, with Green Tech Industries already seeking to expand and recruit additional staff less than eight months after moving in, and AL-KO Vehicle Technology Group opening a new customer and training centre to better serve its clients.

This is the exact type of impact we will aim to replicate at Fusiliers Way and our future commercial schemes.

Asset management

Alongside development, our asset management team continues to play a significant role within WPDG.

Through Warwickshire Property Management Ltd (WPM), the team manages the lettings of hundreds of Warwickshire County Council-owned properties.

In 2026, WPM will continue to support tenants by securing long-term agreements, for community groups which allows them to apply for grants and external funding helping to safeguard vital community services.

During 2025, a number of these tenancies were concluded such as the Veterans Centre in Nuneaton, Scouts at Brinklow and Wembrook Community Centre.

Also, on the smallholding estate WPM has over the last 12 months seen a number of new tenant farmers including those at Dunsmore Home Farm in Rugby and Homelands Farm near Bidford, this will continue into 2026.

The achievements across our asset management portfolio in recent years are a testament to the dedication of the team as hundreds of transactions have been completed which has had a positive impact for our shareholder and tenancies alike, and we are determined to build on that success this year.

Development partner appointed to deliver new homes in Ilmington

A new partnership has been formed to deliver around 25 new homes in a Warwickshire village.

Warwickshire Property & Development Group (WPDG) has appointed Coventry-based Deeley Group, after a formal tender process, to bring forward the residential scheme at Mabels Farm in Ilmington.

Deeley Group will be working with WPDG to prepare a full planning application to submit to Stratford-on-Avon District Council, with early engagement already taking place with Ilmington Parish Council.

The proposed site has been allocated for homes in the Ilmington Neighbourhood Plan and will include a mix of house types and tenures, with the aim of providing homes for growing families and downsizers to stay in the area.

The scheme will include 35 per cent affordable homes along with improved access to the village centre and adjacent play area.

The proposed site is currently occupied by an existing farmhouse and associated barns, with detailed planning permission granted in March 2024 which will see the buildings replaced, relocated and rebuilt at a new location within the Warwickshire County Council owned farm.

A year of delivery and impact for Warwickshire

Stuart Buckley, Managing Director of Warwickshire Property & Development Group (WPDG), looks back on a busy 2025 and discusses the progress which has been made at sites throughout the county

It has been another strong year in our relatively short history which we can reflect on with pride.

We set out four years ago to build a high performing team, strong governance with our shareholder (WCC) and to deliver sustainable, high-quality new homes for people living in Warwickshire, provide commercial space for businesses to thrive in the region, and drive growth across Warwickshire County Council’s lettings portfolio.

In 2025 we have ticked all those boxes, it has been a year of delivery, and that is evident when you visit any of our sites.

That’s been topped off with Develop Warwickshire – our joint venture (JV) with Warwickshire County Council and Vistry Group – getting fantastic recognition for its work this year, as it was named Residential Developer of the Year at Insider’s West Midlands Property Awards.

And, on a personal note, it was a surprise to win Property Personality of the Year at the Insider Midlands Residential Property Awards back in June.

Building communities across Warwickshire

Remarkably, it has only been three years since Develop Warwickshire was formed, and this year delivery has accelerated across our key sites.

We recently marked the opening of the showhome at Milby Meadows (Top Farm), the largest site being delivered by the partnership, which presented an opportunity to reflect on how far we have come.

This year we have seen major progress in new homes and infrastructure, it’s a far cry from the site we first started work on in summer 2024. Alongside the new homes, this progression is most visible through the new link road, which ensured that Higham Lane North Academy secondary school opened on time for its inaugural students in September.

With planning permission granted for 531 of the 1,700 homes, the first homes now completed and brought to market, and hundreds more on the way, we are all set for another big year in Nuneaton at Top Farm. This year a further planning application has been submitted by Develop Warwickshire for the next 383 new homes as part of the second phase.

When you couple that with 95 per cent of the homes now sold at Brookmill Meadows, Develop Warwickshire’s other scheme in Warton, it has been another year demonstrating what we can achieve in partnership with Vistry.

To build on that success, our team has been securing new partnerships and bringing forward planning applications that will soon see the first homes delivered directly by WPDG.

We’ve sealed a development partnership with GEDA to deliver up to 30 new homes at Trent Road in Bulkington, with 25 per cent affordable housing to meet the needs of the local community.

We have also expanded our relationship with Seddon Housing Partnerships, as our partner to deliver 20 new homes on a former school site in Hartshill and are also progressing plans with Seddon that should see work start on 54 new homes at the former site of Manor Park School in 2026 following planning approval just this week.

All of this work is delivering on our promise to build important, sustainable and high-quality homes for people across Warwickshire.

Building space for businesses to thrive

While developing our first commercial scheme, we identified a need for high-quality small unit space to help innovative businesses grow and thrive in the region.

This has proven true with Sucham Park, our 42,200 sq ft scheme in Southam. By March this year it was already fully let – within only 12 months of construction being competed! A tremendous achievement with our partners Bromwich Hardy that highlights the demand for space of this type in region.

With the confidence of this first scheme behind us, we are now pressing on with plans for our next commercial units at Fusiliers Way, between Warwick and Leamington Spa. We kicked off the year by submitting a planning application in January, with permission granted for the 43,000 sq ft scheme granted in September.

As ever, we are constantly looking ahead and we have further sites throughout Warwickshire where we can provide space for entrepreneurs and SMEs to flourish and more will be said on these as we move into 2026.

Sustainable growth in asset management

Often not in the limelight, our asset management team has had another year generating growth across Warwickshire County Council’s existing commercial portfolio.

The team, operating as Warwickshire Property Management Ltd (WPM), manages the lettings of hundreds of Council-owned properties.

We have completed over 100 tenancy transactions as part of rent reviews/lease renewals this year. Yes, this is about bringing added value for the Council, but it’s equally about building positive relationships with tenants and agreeing a lease that will help them to achieve their ambitions.

There have been several key transactions, including onboarding new farming tenants, longer-term leases with community centres including Wembrook Community Centre and Veterans Contact Point and new country park concessions at Hartshill Hayes, all of which represent positive outcomes.

The team should be very proud of what they have achieved this year with these organisations and many more across the county.

Looking ahead

Our team is growing, our pipeline is strong, and we are in an excellent position to continue delivering development that brings long-term benefits to people who live and work in the region.

We’ll be sharing further details in the New Year on our plans for 2026, but we are already targeting the start on site of three schemes, alongside a further three projects going to planning committee.

That is the timetable we want to match every 12 months as we move forward with residential and commercial schemes that make a real difference to communities in Warwickshire.

Development partner announced to create homes in Hartshill

A development partner has been announced to deliver 20 new homes on a former school site in Hartshill.

Warwickshire Property & Development Group (WPDG) will be partnering with Seddon Housing Partnerships on a second residential scheme in Nuneaton.

The new homes will be built on brownfield land adjacent to Hartshill Health Centre and opposite Hartshill Academy on Church Road, with the land previously utilised as an annex to the school.

Outline planning consent was granted for the residential development at the site when the full planning application was approved for the medical centre in 2020.

WPDG has signed a Section 106 agreement to unlock the next stage of delivery for the scheme that will be a mix of two, three and four bedroom homes – with the development also sharing road access with Hartshill Health Centre.

Seddon, one of the UK’s largest private owned and family managed contracting businesses, has been appointed as development partner following a formal tender process.

WPDG and Seddon will be working in partnership to prepare a Reserved Matters planning application to submit to North Warwickshire Borough Council in the coming months to enable construction work to begin on site.

The Church Road scheme strengthens the relationship between WPDG and Seddon, with the partnership also due to deliver 54 new homes on the site of the former Manor Park School in Nuneaton.

WPDG was established by Warwickshire County Council to realise the potential of its development sites, commercial buildings and mineral rights in the most sustainable way possible.

Chris John, Assistant Development Manager at Warwickshire Property & Development Group, said: “We’re pleased to be working in partnership with Seddon to regenerate a brownfield site into a new community in Hartshill.

“We have an existing working relationship with Seddon already from our scheme at Manor Park School and we will be collaborating with their team to bring forward a planning application to unlock the new homes.

“This latest development is another example of how we are working to revitalise public land back into use to meet local housing needs.”

Seddon’s headquarters is in Bolton, and it has Midlands offices in Stoke and Birmingham.

Develop Warwickshire named Residential Developer of the Year

Develop Warwickshire has been named Residential Developer of the Year in recognition of the partnership’s transformative work in delivering sustainable, community-focused developments across the county.

Develop Warwickshire was awarded the accolade at Insider’s West Midlands Property Awards 2025, which was held at Hilton Birmingham Metropole to recognise the outstanding achievements of the people, businesses and organisations in the sector working throughout the region.

Develop Warwickshire brings together Warwickshire County Council, Warwickshire Property and Development Group (WPDG), and Vistry Group.

The landmark public-private joint venture has committed to creating £2.5 billion of residential developments, driving forward more than 2,000 new homes while unlocking further investment and delivering lasting benefits for Warwickshire’s communities and economy.

The partnership is already delivering on its promise to accelerate projects and provide mixed-tenure homes, creating balanced and thriving communities.

Since being established in 2023, Develop Warwickshire has achieved planning permission for over 600 homes, with hundreds under construction, over 100 already completed, and its first residents now moved in.

The early delivery of the infrastructure, including a 2km link road unlocked the Department for Education building a £35m secondary school which opened to the first pupils in September this year and also includes community use to support the housing growth north of Nuneaton.

Beyond housing delivery, the partnership is also placing the community at the heart of its work, exemplified through its Community Fund – an annual grant fund of £25,000 in cash and £25,000 work in kind from the joint venture partners.

The fund has supported projects ranging from the installation of new park benches at Warton Recreation Ground, to supporting local theatres, scouts, and other community organisations, such as Tiny Tims Children’s Centre which supports children and young people with disabilities, health conditions and special needs.

First showhomes at major Nuneaton housing scheme officially opened

The first showhomes at a major 1,700 home scheme on the outskirts of Nuneaton have been opened following a launch event.

The showhomes provide the first opportunity for potential homeowners to see inside the new homes at this development which will be known as Milby Meadows at Top Farm in Weddington.

The construction of the first phase is a significant milestone for Develop Warwickshire, the long-term joint venture between Warwickshire Property & Development Group (WPDG), Warwickshire County Council and Vistry, the UK’s leading provider of affordable mixed-tenure homes, in creating a thriving new community.

The sustainable homes will be built using modern methods of construction, with features including air source heat pumps and electric vehicle charging points which will provide lower running costs for homeowners.

Phase 1 of the infrastructure works are now complete to create a northern link road bringing together the surrounding developments with access to the new Higham Lane North Academy, which opened in September for students aged 11-16.

Outline planning permission for Top Farm was granted in 2022 and include a primary and secondary school, a local centre with retail and community facilities, extensive public open spaces and multi-functional green infrastructure, and new roads and highway improvements including on the A444.

A planning application has also now been approved for the next stage of the scheme to create a further 479 homes, a community park, play areas, public open space, a habitat pond, four balancing ponds and footpaths linking to other developments.

When completed, Milby Meadows will feature a mix of two, three and four-bedroom properties for private sale, private rent and affordable – with 25 per cent of homes being affordable housing. Platform Housing Group is the affordable housing partner for the development.

Develop Warwickshire has committed £2.5 billion to create new homes and job opportunities across the county with Milby Meadows being its biggest scheme.
